SAFER: SAIL Advancing Federated Exploration and Readiness
Trusted Research Environments (TREs) ensure secure access to research data, but varying legal and governance rules make large-scale federated analysis challenging. SAFER will explore a solution to this challenge in SAIL Databank by reviewing its policies, consulting stakeholders, and developing governance models.
The Secure Anonymised Information Linkage (SAIL) Databank is a leading TRE that enables researchers to securely analyse linked datasets for public benefit. However, different rules and approaches across the UK make it challenging to combine and analyse data at scale.
SAFER will examine these challenges by reviewing SAIL’s existing policies and processes, consulting experts in governance, law, and data security, and engaging with the public and data owners. The project builds on previous DARE UK work, including the TRE-FX and TELEPORT Driver Projects, to explore how federated analysis can be safely implemented.
As one of the longest-operating TREs globally, SAIL will use its expertise to propose updates to governance frameworks that align with DARE UK’s approach to federated networks. By enabling secure, large-scale research across multiple regions and legal jurisdictions, SAFER supports the goal of a more connected and efficient national research data infrastructure.
By the end of the project, SAFER will provide key insights into:
- The development of governance models that support safe and legal federated research in TREs.
- Clear guidance for stakeholders on what federated analysis means and how it impacts TRE operations.
- Accessible materials, including written and video content, to help the public, data contributors, and policymakers understand federation.
- A final report outlining challenges, opportunities, and recommendations for operationalising federated analysis in TREs.
